The Australian Communications and Media Authority
The Australian Communications and Media Authority (ACMA), is Australia’s regulator for broadcasting, the internet, radio communications, and telecommunications.
The ACMA administers the Numbering plan, which sets out the framework for the numbering of carriage services in Australia and the use of numbers in connection with the supply of these services. It specifies the rules for the allocation, transfer, surrender, portability and use of different types of numbers in connection with the supply of carriage services.
The ACMA decided to outsource a broader range of numbering allocation services, partnering with an outsourced provider for a broader range of numbering services to realise efficiencies for government, consumers and industry. An outsourcing arrangement would also boost industry innovation and productivity, consistent with the government’s deregulation agenda. An open tender was issued to identify a provider for these services. ZOAK Solutions presented a superior bid and was engaged by the ACMA to design and deliver a new Numbering allocation system for Australia.
The Clean Energy Regulator
The Clean Energy Regulator (CER) administers the Renewable Energy (Electricity) Act 2000. The CER implemented a number of schemes through the Act and the accompanying Renewable Energy (Electricity) Regulations 2001. The CER monitors compliance with the Act and performs a number of functions including maintaining several Registers and accrediting eligible renewable energy power stations, registering large-scale generation certificates for accredited renewable energy power stations and registering small-scale technology certificates for solar water heater, heat pump and small-scale solar panel, wind and hydro- electricity installations.
Australia’s original REC Registry had been in existence since 2001. In 2005, through a competitive tendering process, ZOAK Solutions (known as AusRegistry International at that time) were engaged by the CER to build, operate and support a completely new REC Registry – providing greater flexibility of the application, improved support levels and a better end user experience.
As a result of the success of the scheme and higher than forecasted growth in transactional volumes, the CER released a competitive tender in 2012 to build a replacement Registry. This project saw the ZOAK Solutions team collaborating with all key areas within the CER to design and build a new Registry which launched in 2014.
